More than 200 thousand dollars will be given to Victorian community legal centres to
help those affected by the bushfires.

The federal Attorney-General .. ROBERT MCCLELLAND .. says the money will be offered
to help people seeking advice on housing and tenancy issues .. along with replacing lost
identification papers.

Insurance advice will also be offered by the centres.

The bushfire legal helpline is 1800 113 432.

19 July 2011 -- Advertisers faced higher costs for placing their advertisement on Facebook, the web social network, in the second quarter, the Financial Times reports, citing findings of studies by marketing firms TBG Digital and Efficient Frontier.
According to TBG, the price of display advertising on Facebook increased by 45% in the second quarter of this year compared with the same period a year ago in the US, UK, France and Germany. The "cost per click" of an advertisement placed on the social network has jumped by 74% during the past year in the four countries.

The data from TBG's study are in tune with those from a worldwide study by Efficient Frontier, which found that cost per click of an advertisement placed on Facebook's page had risen by 22% in the second quarter compared with the preceding three-month period.

TBG's chief executive, Simon Mansell, stressed that many big brands, such as Coca-Cola (NYSE:KO), which had long been reluctant to advertise online, were diverting their marketing spending to the web.

WA:WA officer resigns after shooting at car

PERTH, Dec 7 AAP - A police officer who allegedly shot at a car he'd stopped while
on duty has resigned from the WA Police.

Senior Constable Niko Westergerling was stood down from duty after being charged with
two counts of discharging a firearm so as to cause fear.

It's alleged he fired at a vehicle as it sped off after a traffic stop in Flinders
Street in Nollamara. The occupants of the car were not injured.

Mr Westergerling tendered his resignation on Wednesday before a formal Loss of Confidence
process being instigated by WA Police.

Mr Westergerling remains stood down and the resignation has no bearing on the court
process, a statement from WA Police said.

CANBERRA, Dec 13 AAP - The National Australia Bank Ltd says it was properly consulted
about the federal government's banking competition reforms.

The opposition and ANZ Banking Group Ltd have criticised the government for not doing
enough to consult the banking sector about moves to scrap exit fees.

But NAB chief executive Cameron Clyne has contradicted those assertions, arguing the
announcements made by Treasurer Wayne Swan on Sunday came as no surprise.

"The government has been quite consultative over the last 18 months," Mr Clyne told
a Senate inquiry hearing in Sydney, adding that none of the initiatives were especially
surprising.

"The talk about the reform on exit fees has been discussed, and has been floated for some time."

Mr Clyne said NAB had been given the opportunity to provide input into the policies,
even if it wasn't told of the exact announcement beforehand.

"On every element in the package, I can certainly say that we had had discussions with
Treasury and the government over the last six to 12 months about the nature of the industry,"

he said.

"I don't feel there's anything in there that we didn't have an opportunity to provide input."

SYDNEY, Aug 5 AAP - Federal Opposition leader Tony Abbott's multi-billion health and
hospitals policy will undo the reforms agreed on by the Commonwealth and the states earlier
this year, NSW Premier Kristina Keneally says.

Mr Abbott will on Thursday unveil his hospitals policy, which will include $3.1 billion
to pay for an extra 2800 hospital beds over four years.

But his plans have been criticised by Ms Keneally, who played a key role in the Council
of Australian Governments (COAG) negotiations with government over health reform.

The premier said Mr Abbott offered nothing to ease the structural and financial pressures
on the country's health system.

"Gone would be the $1.2 billion flowing into the health system in NSW, gone would be
the Commonwealth proposal for after-hours GP contact," Ms Keneally said at Sydney's RPA
Hospital on Thursday.

"Gone would be the GP clinics ... gone would be the important connection between primary
care, hospital care and aged care.

"What Mr Abbott is proposing is a one-off injection of funds - it does nothing to address
the structural challenges that exist in the health and hospital system, does nothing to
address the challenges of an ageing population."

Ms Keneally on Thursday announced the state's next step in meeting the COAG reforms
- breaking eight NSW area health services into 17 local hospital networks.

The creation of local networks were a key component of former prime minister Kevin
Rudd's overhaul of the national health system.

NSW has released a discussion paper on its plans, which would see eight networks in
the greater Sydney metropolitan area and seven regional networks.

Two state-wide specialist networks for Children's Health and Forensic Mental Health
have also been proposed.

Ms Keneally said the new networks would be administered by a chief executive and a
governing council of between nine and 13 members.

"The discussion paper proposes both the boundaries for the new Local Health Networks,
the hospitals within each network, and the services the would deliver," Ms Keneally said.

The NSW government has called for submissions on its discussion paper before September 1.

NSW: Woman charged with leaving toddler in car

A woman's been charged with leaving her toddler unsupervised in a baking hot car in
Sydney's west.

The 34-year-old woman allegedly left her 18-month-old son unattended in a four-wheel-drive
for about 20 minutes yesterday.

Two members of the public found the distressed child in the back of the vehicle ..

in the car park of a shopping complex at McGraths Hills.

Police say they smashed a window of the car and the child was taken to a pharmacy ..

where he was given water.

His mother was located .. and today she was charged with leaving a child unsupervised
in a motor vehicle.

She was granted bail .. and is due to appear at Windsor Local Court next month.

The girlfriend of Melbourne Storm rugby league star GREG INGLIS has made a new statement
to police .. that her lawyer says may clear INGLIS of assault charges.

INGLIS .. regarded as one of the world's best rugby league players .. was charged with
unlawful assault and recklessly causing injury to girlfriend SALLY ROBINSON during an
alleged altercation at their western suburbs home on Sunday.

He also was indefinitely suspended from the club .. while Ms ROBINSON allegedly suffered
a black eye.

The Age newspaper reports Ms ROBINSON'S solicitor .. BOB GALBALLY of law firm Galbally
Rolfe .. has provided police with a new statement and other significant facts .. which
they were not aware of when Mr INGLIS was charged.

In a statement to the newspaper .. Mr GALBALLY says he's concerned the public has been
left with the wrong impression of what occurred .. and he's hopeful once the full facts
are able to be investigated it'll be found that no offences have been committed.

Melbourne Storm chief executive BRIAN WALDRON told The Age Ms ROBINSON has been re-interviewed
by police .. and that he expects INGLIS will also be re-interviewed.

The case .. heard briefly in the Sunshine Magistrates' Court on Wednesday .. was adjourned
for two weeks.

CANBERRA, Dec 22 AAP - Australia has led the largest ever formal international diplomatic
protest against Japan's whaling program, which this year will slaughter almost 1,000 whales
in the Southern Ocean despite humpbacks getting a temporary reprieve.

The federal government and anti-whaling groups today welcomed as a small victory Japan's
decision to suspend the planned kill of 50 humpbacks.

But they have pledged to maintain pressure on Tokyo to end the so-called scientific
whaling program.

Japan said its decision not to catch humpbacks for "one year or two" came after consultation
with the International Whaling Commission (IWC), although it noted the strength of the
Australian opposition to the annual hunt.

Foreign Affairs Minister Stephen Smith spoke to his Japanese counterpart Masahiko Komura
late last night and welcomed the move while conveying the Australian government and people's
"strong opposition" to whaling.

But Australia last night also took its opposition a step further, leading a formal
diplomatic protest in Tokyo to mark the start of Japan's whaling season.

The ambassador in Tokyo, Murray McLean, presented the Japanese government with Canberra's
protest at 7pm local time (9pm AEDT).

Mr Smith said the 31 countries who joined the formal protest made it the largest international
protest of its kind against Japan's whaling program.

The backers included the United Kingdom, New Zealand, France, Germany, Italy, Sweden,
Brazil, Chile and Mexico, while the European Commission also participated.

"The strength of international support for the diplomatic protest led by Australia
shows that there is strong international concern over Japan's whaling program," Mr Smith
said.

"The formal diplomatic protest sends a very powerful signal to the government of Japan."

But Mr Smith told Mr Komura that the disagreement would not affect the "warm and productive"

relationship between Australia and Japan.

Australia dramatically escalated its anti-whaling campaign this week when it announced
it would send a surveillance aircraft and ship to gather evidence for a possible international
court challenge to halt the slaughter.

Greenpeace Australia Pacific CEO Steve Shallhorn said the protest letter was a significant
escalation of world opposition to Japanese whaling in the Southern Ocean, and would have
influenced Japan's decision to compromise.

Mr Shallhorn said the decision to spare the humpbacks was a significant backdown, but
should not be interpreted as Japan softening its stance.

Translated cabinet documents showed the same meeting that granted the reprieve also
reaffirmed Japan's intention to push the IWC to allow the resumption of commercial whaling,
Mr Shallhorn said.

"They intend to continue and expand that hunt," he told reporters in Sydney.

The International Fund for Animal Welfare said the temporary reprieve demonstrated
the federal government's strengthened stance against whalers was working, but more was
needed.

"While this is good news for 50 humpbacks it doesn't change the fact that this year
Japan will kill more than 900 whales, including endangered species, in the Southern Ocean,"

Asia Pacific campaigns manager Darren Kindleysides said.

"The only way to stop this unlawful, inhumane and unnecessary whaling is if the Australian
or other like-minded governments take legal action to enforce international treaties and
tribunals."

Japan, which says whaling is a cherished cultural tradition, abandoned commercial whaling
in accordance with an international moratorium in 1986, but the next year began what it
insists is a scientific research whaling program.

Japan's whaling fleet set sail last month with plans to catch almost 1,000 whales,
mostly minke, before returning to port early next year.

Greenpeace and the militant splinter group Sea Shepherd have each sent a ship to Antarctic
waters to try to disrupt Japan's whaling.

NSW: Man charged with 42 counts of possessing child porn

SYDNEY, Aug 16 AAP - A 40-year-old man has been charged with more than 40 counts of
possessing child pornography, after police seized computer equipment on the NSW south
coast.

Police said the man, from North Nowra, was arrested and charged at Goulburn Police
station yesterday, following a raid on a home on May 18.

"The computer and related equipment was seized during the execution of a search warrant
at a North Nowra home," police said in a statement today.

"It will be alleged more than 10,000 images were located during a forensic examination
on computer discs and towers."

The investigation included officers from the Child Protection and Sex Crimes Squad
and Shoalhaven Local Area Command, as well as specialist computer forensic experts.

The man, who is facing 42 charges, was refused police bail and is expected to appear
in Parramatta Local Court today.

COLUMN: Ethics award winner lacks journalistic integrity

(Oregon Daily Emerald) (U-WIRE) EUGENE, Ore. -- Yesterday, news broke that a former New York Times reporter made a substantial payment to the primary source of a sprawling, 6,000-word investigation of online Webcam pornography featuring underage models. According to The Times' report, the journalist, Kurt Eichenwald, paid $2,000 to his primary source, Justin Berry, a model for one such site.

News of Eichenwald's payment did not surprise the people who had been following this story closely. The Times' article, published in December 2005, had already amassed a high level of controversy because of its author's insistence on becoming a part of the story.

Eichenwald's article, "Through His Webcam, a Boy Joins a Sordid Online World," details the downward spiral of Berry - documenting first his purchase of a Webcam, and later his exploitation at the hands of sexual predators and online pornographers.

At 16, according to Eichenwald's original article, Berry had partnered in pornography with his father and another adult. Truly, this was a disturbing and terrible story.

However, halfway through his article, Eichenwald entered his sordid tale of underage online pornography - as the savior of the young man, a protector willing to intervene in Berry's life, ultimately finding him a lawyer. Finally, Berry sought legal council and received immunity from the state in exchange for his testimony against those who exploited him.

Questions arose from this article: At what point should a journalist intervene to help a source? Does a conflict of interest arise when a journalist is so close to his source? Can a journalist report accurately and objectively when he is playing a significant role in the story?

The University's School of Journalism awarded Eichenwald the prestigious "Payne Award" for achievements in ethical greatness in 2006. I'm not sure what the Journalism School's criteria for ethical greatness is, but if Eichenwald represents it then I am slightly concerned for the future of my profession. (Note: Eichenwald also came to speak to staff at the Oregon Daily Emerald.) But as reports indicate, Eichenwald's connection to Berry did not end at finding him a lawyer or helping him quit drugs. It also appears that Eichenwald gave Berry $2,000. This is where the story gets weird, and it highlights the most damning ethical lapses performed by Eichenwald and facilitated by the New York Times, primarily because the $2,000 gift, unlike the other forms of support documented in Eichenwald's story, was kept secret.

The Times stated: "Mr. Eichenwald said he was trying to maintain contact out of concern for a young man in danger, and did not consider himself to be acting as a journalist when he sent the check."

Berry would later return the check to Eichenwald, once Eichenwald started reporting on Berry.

Nonetheless, the statement is highly amusing. What, exactly, did Eichenwald mean when he said that he did not consider himself to be acting as a journalist when he sent the check? How, exactly, did Eichenwald fall onto Berry's Web site? One does not simply start surfing the Internet, shopping Amazon or reading the Drudge Report and then - boom! - images of naked boys start popping up on your screen, beckoning you for money (actually, this might be the case at the Drudge Report).

Eichenwald said, he did not even identify himself as a journalist when he struck up his friendship with the underage Berry.

Connect the dots, and this is just plain creepy.

In January 2006, Jack Shafer, media critic for the online magazine Slate.com, wrote a column about Eichenwald's situation. It was a follow-up to a previous column Shafer wrote when The Times first published Eichenwald's story. In Shafer's second column, he wrote that he discovered that KurtEichenwald.com (on which the web-savvy journalist peddled his books and newspaper journalism) used a Web developer named Xpertcreations.com, whose president was listed as Justin Berry - the same Justin Berry from Eichenwald's story.

Newspapers deserve praise anytime they publish in-depth stories about challenging topics. Often, newspaper journalism relies too much on the strange notion of objectivity, too much on simply relaying facts in a boring, redundant inverted pyramid style. However, a daily paper should also refrain from making the news, and the reporters who report for these publications should be transparent about their relationship with their sources.

The strange events surrounding the publication of Eichenwald's article highlight the questions surrounding journalism. Activist journalism, in which an author takes a strong stance, is common in magazines and news weeklies. Regardless, this form of activist journalism is ethically unsound and questions the objective integrity of the author and newspaper.

But who am I to speak? After all, Eichenwald has his prestigious Payne Award, courtesy of the University's journalism school.

SA: Fringe provides a boost to SA

The South Australian government says more than 900 thousand people attended the Adelaide
Fringe arts festival this year .. providing a 40 million dollar boost to the state's economy.

The Minister Assisting in the Arts .. JOHN HILL .. says the figures have revealed the
overwhelming success of the Fringe .. and vindicates the recent decision to make it an
annual instead of a biennial event.





A survey of festival-goers has also revealed interstate or international visitors made
up 26 per cent of audiences.

They spent up to one thousand dollars each .. usually staying about 12 nights in Adelaide.

Next year's Fringe will run from March 8 to 31.

Fed: PM says he wants to see Osama dead or captured

NOWRA, NSW April 24 AAP - Prime Minister John Howard says he wants to see Osama bin
Laden captured or dead.

Mr Howard said the release of a new tape from the al-Qaeda chief served as a reminder
of the evils of terrorism.

"Well, I'd like to see him either in captivity or deceased of course," the prime minister
told reporters in Nowra, on the NSW South Coast.

"But he's been around now for quite a number of years since the attack in September
of 2001 and I think the important thing is to maintain the fight against terrorism, not
to give up, not to in any way be intimidated by something like that."

Mr Howard said the fact some groups bin Laden referred to had distanced themselves
from him showed he did not represent the "decent mainstream of Islam".

"He is a terrorist and an enemy of freedom-loving people, whether they are Christian,
Islamic or some other belief," he said.

NSW: Man arrested following stabbing attack

A 60-year-old man's been arrested after a man was stabbed in the back in Sydney's inner west.

The 43-year-old victim was found at a boarding house in Crystal Street .. Petersham
about 8.15pm (AEDT) yesterday.

He's in Royal Prince Alfred Hospital in a stable condition.

The 60-year-old is being interviewed at Newtown Police Station.

No charges have been laid.

Mary Cronin launches her new book, Unchained Value: The New Logic of Digital Business, with an ambitious proposition. She seeks to pick up where most e-business books leave off and "push beyond the limits of short-term e-commerce implementation to help managers develop a strategy that will move their companies into the next stage of digital enterprise."

True to her word, Cronin succeeds in providing a tightly interconnected and well-thought-out framework for how businesses can succeed in the new economy.

The book, however, begins in a familiar place for any reader of e-commerce books: Like many e-business book authors, Cronin starts by tossing aside the old value chain model developed by Michael Porter. For Cronin, the Internet has created a new economy where value no longer lies with the product or the process but with the information about the product or process. Furthermore, this information is no longer "chained" to the product or process but can flow separately from it. This new economy requires a new model that she calls the "digital value system."

This digital value system is rooted in five principles: information, trust, real-time relationships, customized services, and e-marketplaces. Although none of these five principles is revolutionary in theory, Cronin's later chapters do step beyond the usual business book generalities to provide specific details.

For instance, Cronin does not just argue that the speed of the Internet economy requires open and complete sharing of information. She also presents three successive models for information sharing, moving from partners exchanging transaction information to having access to internal operational databases to pooling together information. She envisions the final stage of information pooling as all companies in a value system contributing to and sharing access to a common database.

If the book has a flaw, it is that Cronin's vision sometimes borders on the utopian. In general, however, the book is well organized and effectively written. She packs its pages with numerous real-life examples from both traditional and dot-com companies. These examples show that Cronin has her finger on the pulse of the digital economy. Her model does seem to provide an accurate picture of what some innovative companies are hurtling toward. Whether her eloquent vision will describe reality for all companies in the new economy remains to be seen.
